Commit [r5]  Maximize  Restore  History

I got rid of the 2.3.0 release notes, added some current how-to-get-it info,

and incorported the copyright boilerplate directly in the web page (in tiny
print).

We'll definitely want to revisit this soon, adding more documentation
to the web pages, as well as credits and so forth, but it's a
reasonable placeholder for now, until we get underway with a larger
core group.

Feel free to beef it up if you want to.
