#3 Can't close tiled window panes after creating them

When tiling windows using the "Split Horizontally" or "Split Vertically" menu in the document window, the options "Close Current Pane", "Close Other Pane", "Prev" and "Next" are grayed out. It is not clear how to close the pane without invoking one of these options, from reading the manual.

These popup menu items had been explicitely disabled in docPopups.tcl at some point during the development (probably when the winPane command had not yet been redefined).

This is fixed now.
