This feature already exists. You find it in the menu item *Tools ↣ Window Utilities ↣ Insert File Contents*. The location of this menu item has been debated extensively in the past:it is considered a window utility because you can insert file contents in any document window (not necessarily a document corresponding to a file on disk).
Resolving as fixed.
