there isn't any user-scale approach to achieve this, A manager has the ability
to set rates in a project, bu these can be over-ridden by normal users within
the time-sheet. Oversight on rate(s) are these timesheets is provided by the
project manager - timesheet recipient however, as part of the standard
timesheet workflow process, which should allow for the sanity checking of
incorrect rates.

I've looked in the permissions table and dont see a way to prevent employees
from setting their own hourly rate.
Is there some way that this can be set by someone at Project Manager level and
not be modified by the Employees?
