#13 login problem

So far I have managed to setup osallcommerce on win2k.
the login screen shows up normally. but when I try to
log in I get a 304 forbidden error:

'You don't have permission to access /cgi-
bin/om/admin/c:/cygwin/home/httpd/OS_ALL~1/cgi-
bin/om/admin/login.cgi on this server.'

It seems to look for the cgi script and adds the whole
absolute path. can you help me sort this out?
I am running apache server, active perl, cygwin, and
mysql on windows 2000.
