#166 DocManager: adds break interface of "add documentation" page

The new adds layer themselves over the form to submit
the documentation. It seams that either the layout of
that HTML file is wrong or the add should not go on
that file, since no other pages have adds. I have
attached a screen shot that displays the problem. This
renders the form almost unusable; since some dialogs
can not be clicked.

I am using firefox 1.5.0.4 as browser and the problem
occurs in the current installed SourceForge.net software.
