#157 File Release System has problem with tilde "~" in file name.

This is similar to request 661720. I placed a file whose
name contained a tilde "~" in the upload incoming
directory. When I attached it to my file release, an error
message was displayed that indicated the tilde was a
problem (sorry I don't have the message text) and the
file remained in the incoming directory. It was removed
after 24 hours, so not a big problem. Perhaps this can
be fixed, or "~" can be included in the warning about
spaces and parentheses in the Edit Releases, Step 2:
Add Files To This Release section.
