#109 How to install in Windows?

I have tried to install emacs, ddd etc.

But, all those need unix platform. They are searching
for commands cp, rm etc. How to install those in Win
98/XP? What are all the prerequisites? I've tried an
alternative but that also failed, i.e. what I did was,
I created cp.bat and rm.bat which will perform the
same function like cp and rm in Unix. Please help
me. I am badly in need of a PERL EDITOR/DEBUGGER. At
present am using Ptkdb.
