Alemula 0.4 in the net

Version 0.4 :

- Include-functions for PHP versions < 4.2.0
- Partial translation of sourcecode from spanish to english
- Added min-/max-size, mediatype and variable seektime to searchform
- Added new commands: client_stats, dd, xs, vu, uploaders, send_servers, bs, comment, bp, id, ovmd4 ,use_poll
- Added user-restriction to users outside LAN
- Added internationalization (fr, french)
- Added new function for generate the menu
