The RPM that contains zcat is:
  ftp://ftp.software.ibm.com/aix/freeSoftware/aixtoolbox/RPMS/ppc/gzip/gzip-1.2.4a-9.aix5.1.ppc.rpm

Also, note that zcat comes in two AIX BFF packages:
  bos.rte.archive (/usr/bin/zcat)
  rpm.rte (/usr/opt/freeware/bin/zcat)
