The fileutils, sh-utils, and textutils RPMs were replaced by the coreutils 
RPM. The tcsh RPM has not been rebuilt to include the new prerequisite. 
Try downloading the coreutils RPM from the toolbox at this location:

ftp://ftp.software.ibm.com/aix/freeSoftware/aixtoolbox/RPMS/ppc/coreutils/coreutils-5.0-2.aix5.1.ppc.rpm

After installing that RPM, the tcsh RPM should be able to be installed.
