Way back when the Toolbox was being launched, rpm-4 was just on the verge of coming out. When it finally did come out, it had the unfortunate side-effect of having an incompatible database format, and the migration path between -3 and -4 was not smooth (there were several reports of lost data in the transition). Hence, we decided to stick with -3.0.6 because it was spec file compatible with -4 (3.0.4 was not as I recall) and some of the major design points behind rpm-4 in terms of overall system management weren't key on AIX as an adjunct, as opposed to primary, installation system. It's been a long time now, so maybe it's time to look at upgrading, but as with other proposed additions, the processes can take a good bit of time to get going.
