I've logged your request to the package wish-list.  The chances of seeing it in
the Toolbox are pretty small, unfortunately.  As an alternative (other than
compiling your own copy), it's already available from other places -- take a
look at the Bull AIX freeware site which provides a copy of it.  It's listed in
their package table at:

And UCLA has built net-snmp for AIX also:
