There are not any plans for an apt repository. If you are looking for alternative methods of downloading, you might want to try the "update_tbox" script a try, from the contrib directory. It compares the versions of packages installed on your system with what is available at the Toolbox FTP site, lists anything not current, and offers to install them interactively or automatically. Its main drawback is that it cannot check/download things from the cryptographic-content site, but that is only a small subset of the Toolbox images. The script is at: ftp://ftp.software.ibm.com/aix/freeSoftware/aixtoolbox/contrib/update_tbox If you have a lot of free space and want to keep a local copy of everything, there is also the wget --mirror option.
