My guess is that you are probably not on at least AIX 4.3.3 or higher.
Make sure the "oslevel" command shows 4.3.3.0 or greater.
You can also check individual filesets.... e.g.  "lslpp -l bos.rte"
or "lslpp -l bos.rte.libc" should say at least 4.3.3.0.
