That level of the compilers was a beta-level compiler which we expected to be released with a "production" level long ago. The production level is just now getting here and we are preparing RPMs for gcc, g++, gdb, and the binutils. In the meantime, if you look in the README, you will see a section on how to obtain the compilers. You have to go directly to the ftp site at ftp://ftp.software.ibm.com/aix/freeSoftware/aixtoolbox/COMPILER. There is a README in there which tells you how to proceed.
