What I suspect is that message should be that the package was meant for AIX 6.1 since there is no release 6.1 of RPM. There is no version 6.x of rpm available from anywhere. The release number should not be specific to the AIX release, but to the source release of rpm which AFAIK is something like 4.8 for the current stable release.
