/usr/sbin/updtvpkg is the command.  However, I suspect that the
particular AIX machine is at an older AIX release (e.g 5.3.x.x) and
hence, at an older AIX-rpm.  Any upgrade of this virtual RPM package
should come from upgrading the whole OS to AIX 6.1.
