I think that these scripts were genuinely needed for Tomcat 3, but probably not for Tomcat 4 (although I still used them out of habit) and certainly not for Tomcat 5 (which I'm now using although it's a beta release). I propose that we ignore Tomcat 3, so we can probably discard the scripts.
