Why INTERNET permission option was removed?

I saw this in changelog
"Removed option that allowed manipulating the internet permission in the manifest."
but why?

it was quite useful
for privacy..

my app don't even rely on INTERNET
and doesn't need ACCESS_NETWORK_STATE and such permissions.

I would request you to add that back, thank you.
