#4 VTODO support

Ein Flag erlaubt es, dass VTODO's als Attachments verschickt werden bei den Tasks.
Im Ini: VTODO = Yes | No

There are some missing points.
1.) The extension of the file should be .ics
2.) I can't load the calendar events with Outlook
3.) There are some information begin and end missing. See the
example from Wikipedia:

VTODO is configurable in the admin panel, sends a file attachment
with the name VTODO.txt
however if both Workgroup and Department are unset, in the file
attachment OWNER is ":"... is this behaviour correct?

Yes, there is a flag and if it is set, then a VTODO is sent as
an attachement to an eMail that is sent. The attachement is sent
each time, when the an email is sent. By default this is only
done, when a task is assigned.
