[CompStrm Wiki] cmds.txt and displays.txt

Ther cmds.txt and displays.txt are framework resource
files, with entries in the form "name class".

I'm thinking of moving these up to the top-level of
the class tree and combining them into an ini-like
file with entries in the form "cmd.name=class" and
"display.name=class", as well as adding the tuning
parameters for invoking DArk.

I'm also thinking of moving Init.createArk into Env
and making it a static method. This method would then
read the .ini file and create a HashMap from its
contents.
