I had the same issue, and last night (and per Renaud) I installed the latest package again. I uninstalled my old version, and uninstalled Perl and then rebooted. Afterwards I reinstalled Perl, and then installed APM again (I noted that the size of the version had increased as well, to 750kb I believe from 680-682kb~ previously) and reconfigured. Everything worked as expected afterwards.
One thing I noticed last night as well, is that the download link had been switched to cphub.net (Synology Community Package Hub) - I did try and use that to receive my package but I couldn't find it. I ended up manually installing the file to my box after finding where to browse for it on the SourceForge website.

I had to remove the broken package from cphub.net. To do so, I could only remove it and republish it afterwards.
If you want update notifications from within DSM, please stick to the cphub.net repository.

Weird.. I'm getting the same thing but Perl definitely is installed and running, and I tried rebooting.
I observe the same message on my DS214+ box (firmware version: 5.1-5022 Update 4). Until v3.4 everything worked without any problems.
