#31 OPL3 support with (L)GPL licensing terms

Although AdPlug already supports YMF262 (OPL3), the existing MAME code carries incompatible licensing terms with the rest of AdPlug, which can impede the adoption of AdPlug. Fortunately, there is another driver source from Robson Cozendey that is distributed under LGPL[1]. However, the code was in Java and was not optimized.
