[adobe-source-build] Migrating legacy

Goal:

Migrate stlab/legacy into stlab/adobe_source_libraries and
stlab/adobe_platform_libraries

Plan:

We have to button up legacy first. Currently there is one issue and a pull
request outstanding. I am also aware of some work Sean would like to push
too. If there's anything else that you'd like to see rolled up first,
please let me know.

Once legacy is ready to move, I'll take the development branch and split
adobe_source_libraries and adobe_platform_libraries into their respective
new repositories. This will also require me to clean up the configure and
build scripts. Once that is done I'll push both to GitHub as their
respective master branches.

The next step will be getting Travis-CI set up again, which I'll do first
for ASL then for APL. I'll do this work in a branch and issue a pull
request to master when it seems like things are working.

Once I have master back up and running in Travis-CI, I'll create the
development branch and the repo will be open for business.

If you'd like I can focus my efforts on bringing ASL online first, then
focus on APL, if there is work outstanding that needs it sooner than later.
