Yes, and we use cygwin for internal builds. In fact, if one has cygwin already installed, it is possible to use the asl_net_setup_1_0_36.sh instead of the asl_net_setup_1_0_36.bat for building. One goal of the network setup scripts is to minimize the number of external tools that must be installed on a user's machine, and the amount of interaction required for the automatic install of ASL (read: none). Of course I must do something about the unacceptable untgz tool to rectify the current situation. Can the cygwin tar and gunzip be used without the rest of cygwin (in particular, without the need for the user to manually install cygwin first)?
