Mac-->Windows

shift-->shift
command-->control (Command and Control should be synonymous
on Mac except for command keys defined by the system).
control-->control
option-->alt

caps lock should be handled the same as shift on both platforms
windows key on windows should stay reserved for OS use

control click on both platforms should be handled the same as a right
click

Previously there was a mapping of "popup menu key" to
command. This was removed in my commit (in sandbox) on
visual/sources/win/event_dispatcher.cpp today.
