#16 registration failing/marked failing

It seems like database connectivity from the front end is not working.

As an administrator if I create a new account there is no problem.

If I try to register for a new account as a guest user to the system I get an error
Warning: MkDir failed (File exists) in
/www/htdocs/live/www.bcw.com/workshops/users/register.php
on line 192

(no new user is created)

When I check it seems like it is trying to create a directory 0. Which means the insert into the user
database did not work.

When I try to register as an Administrator I get the exact same error and no new administrator is
created

When I log into the system with a user I created from the administrative interface and enter a
course then try to mark a section as read. I get this error:

Fatal error: Failed opening required '/www/htdocs/live/www.bcw.com/workshops/NLS/.php'
(include_path='.:/usr/local/lib/php') in
/www/htdocs/live/www.bcw.com/workshops/config.php on line 25

(the course is not marked)

I have no idea what could be causing this. Any tips will be appreciated
