#327 Form Export for AWL not Available if Preview Exists

On the manage form template versions screen in the admin, the user should be able to export any of the form template versions for use in AWL by clicking on the green arrow icon. This icon appears correctly when no preview exists (magnifying glass icon), but does not appear when a preview has already been created (pencil icon). Steps to recreate:

1) Navigate to the manage form template versions screen for a form that has multiple versions, but doesn't have any previews created. Each version should be listed with create and export actions.
2) create a preview form, save and exit.
3) for the preview that was created, only the edit icon appears. Export is not available.
