#324 Email Table Not Displaying Properly

This error deals with the email not displaying properly when a PSI is routed to the same person twice.

To repeat error, do the following:
- Set attribute send.email.with.alert to true in build-filter.properties
- Start a workflow on a PSI and send it to the same user twice. (Can use "Simple Change Request form -- be sure to set priority to medium, and route Ben Allen on workflow -- this should have Ben receive the PSI twice from the workflow)
- Have that user approve the PSI the first time, and reject the PSI the second time
- Check email, and you will see that the email itself says that the form has been rejected, but the table in the email says that the PSI has been approved and doesn't show a row in which that user rejected the PSI

Once this bug is fixed, we should also test when that same user approves the PSI the first and second time, to again make sure that both rows appear in the table in the email.

    Also. once this bug is fixed, we should also test when we route a psi to both a user and to a group that has that same user in it. If the same user approves both times/approves first time, rejects second time, the table should still display those two rows correctly. We cannot test this until the role priority bug is fixed as well (priority 8 right now on sourceforge).

    Fixed bug and merged back into the core. Ran through Test Scripts and updated those with additional tests to show changes.

    Changed DctmEmailmanager.retrieveWfDocumentDetails xml parser to loop over roles inside of each user to fix issue. Testsed through test scripts and updated with new tests to test bug. Merged changes back into Trunk.
