Description: I'm seeing the occasional flakiness with the FAQ part of the website.  Getting this error: 

"Fatal error: Failed opening required 'config.inc.php' (include_path='') in /home/groups/a/ac/activelock/htdocs/faq/index.php on line 18



Is this a concurrency issue?



Anyhow,  this should be looked at and fixed before it annoys the heck out of our users.
