IActiveLock_LastRunDate is not necessary.
LastRunDate is (should) only used internally by ActiveLock to detect tampering with the system clock; outside user should not/need not be aware of this property. 
Therefore, I've implemented it in the ProductLicense level instead of IActiveLock level.
