I am using the Microsoft Installer (MSI). It does not appear to change the 
timestamp, but, I noticed the alcrypto.dll is 0k on an installed app, but 88k on 
the development machine. I also tried to copy the alcrypto.dll from the dev 
machine to the app machine, same results.

Yes, its in the windows/system directory

1) Obviously, there must be something wrong with your installer; the dll 
should not be 0k.
2) Did you copy it to the correct place?  It must be installed to the 
system directory (i.e. Windows\System)
