Non root users should be able to build the binary rpm.
But when I run "rpm --rebuild acpid-1.0.0-1.src.rpm" it
fails with the following error:

install -m 750 -o root -g root acpid
/var/tmp/acpid/usr/sbin
install: cannot change ownership of
`/var/tmp/acpid/usr/sbin/acpid': Operation not permitted
make: *** [install] Error 1
error: Bad exit status from /var/tmp/rpm-tmp.90333
(%install)

I doubt this is an ACPID problem, rather one in RPM.

seems like the specfile may be expecting root to build it -
    will try to fix that.
