#20 Priority of "On Hold" and "delayed"

Hi
This may be a feature that I am just misunderstanding.
Hope I am not getting myself into a wasp's nest here...

For us it would be more logic if "On Hold" and
"Delayed" would rank with lower priority than High.
I.e. for us the following ranking would be most logic:
1. High
2. Medium
3. Low.
4. Delayed
5. On Hold
6. Undefined
