accordeur 0.9.0 released

Accordeur is a program designed to help you to tune your musical instrument.
It displays the analysed spectrum. And a visual bar allows an easy tuning.
The algorithm is optimised to allow good performances even with higher and lower pitches.
You can choose your instrument between many predefined, or define your own by editing instruments.txt file.
You can choose temperament, or define a new one in temperaments.txt file.
version 0.9.0 add possibility to activate neighbor string auto-detection for piano or harpsichord.

Code is ported to qt release 4.0.1.
