#51 Linux: RAT Transmission Settings

I was told by the other node operator that RAT
initially does not configure itself properly. It
should have an Audio Encoding of 2 units, not the 1
given by "default" through the command line that gives
the codec for RAT.

Of course, this probably will go away once you change
the settings and Quit RAT manually. However, if
people need to have the correct settings from the
start, especially if they are newbies, these settings
should be stored beforehand. Of course, I could be
wrong and misunderstanding what is initially
configured for RAT.
