#44 Unavailable icon

The windows installation for the display machine for
RC2 has a problem displaying the icons next to

1. Access Grid Home
2. Beacon Status

in the AG Toolkit menu.
It displays default windows icon(the one with white
background with a windows icon) next to these two
items rather than the AG icon.

This problem goes away on its own after the Event
Server is launched for the first time and the proper
Access Grid icons are displayed after that.
