[Accelutils-devel] Figured out why CSS builds build too much

They are setup to build for any change in any branch... Which has the following consequences:
* it builds whenever anything changes, even if the branch it's building didn't change (i.e. waste of time)
* it builds a random branch

So, when you are setting up a build in Jenkins, please specify the branch it should build.
