more rendering improvements:
- decals are now rendered in one draw call using a (at level load time)
dynamically generated texture atlas and VAs

replaced the OpenGL select mode based picking with a ray casting picking
system. This has the following advantages:
- it works on OpenGL ES
- decals can be picked correctly
- it allows much greater flexibility in how we organize and draw the
objects. Previously each pickable object was drawn with its own draw
call (because the glPushName had to come first). Now that we don't
need that glPushName we can organize more data into combinations of
texture atlases + vertex arrays.

cull.{cpp,h}: added a function to search for tiles along a ray.
This is going to be used for the new picking algorithm (we cannot use
OpenGLs builtin select mode because it doesn't exist on OpenGLES)
Note that I should rename cull.{cpp,h} to quadtree.{cpp,h} because the
ray shooting doesn't have anything to do with culling, but also uses a
quadtree, like the frustum culling.

line_intersect_with_quad_2d: fixed a really nasty bug (missing
