The downloadable README.txt on https://sourceforge.net/projects/ionpython/files/ says GPL (and doesn't specify which version, for example v2 only, v3 only, v2 or later, v3 or later).
Furthermore the ionpython.zip file does not include a copy of the licence, which for the GPL is traditionally provided as a file called COPYING.
