#1 WIX Installer

Need a WIX installer that can take the built assemblies
and install them to a user's prgram files dir and install
them in the GAC as well, to allow them to be accessible
to the user from within VS.NET.

An existing installer has been created that does most of
this, but it doesn't work with .NET 2. So a solution to
this needs to either port WIX to .NET 2 (what does this
entail?) or backport the code to .NET 1.1
