Yes, and it makes a lot of sense because there's no need for udev.

I would really appreciate if you would work on a patch for this that
we can include in libusb proper. I'm sure that you're not the only
one who can benefit from it. It will however need to be a bit more
compatible with existing code than the thus far proposed patch found
in the http://libusb.org/ticket/119 ticket. I'm looking forward to
this!
