I want Notepad++ to always remain on top everytime I open it. I don't want to constantly check always on top everytime I open notepad++. The less featured notepad2 has this feature but not notepad++?

You could use a third-party utility, like (http://virt-dimension.sourceforge.net/) or (http://www.autohotkey.com/), to get what you want. I personally prefer AHK, even though I need to press a hotkey to keep my windows on top. But Virtual Dimension has a lot of other features. And both sets of tools are GPL-licensed.

TopMost plugin allows to remember the setting… I abandoned because it didn't seem to offer additional functionality compare to the internal function… but apparently it does.

As an addendum to Eksortso about :
» It's not necessary to press a hotkey to make stay on top, you can achieve the same effect by using timer to watch when is started (10 lines of code)
» You can edit your rigistry (assuming that you are running ) to make the script to start when your OS starts
