Possibly, but it sounds like you've got a second libxml2.dll hanging around. Has it ever worked on your system, or is this a new installation of XML Tools?
Have you got the ExternalLibs zip (from the npp-plugins XML Tools site) extracted so libxml2.dll is in the Notepad++ directory, e.g. c:\program files\Notepad++. If you've copied them to the windows\system32 (or wherever that is in Vista!) then it may find another libxml2.dll before it gets to that directory. Try copying the external DLLs directly to the Notepad++ program directory - it will look there first.
