A quick google for "Notepad++ Powershell lexer" reveals http://poshcode.org/notepad++lexer/. If you add this plugin to your plugin directory, you'll have powershell on your language list.
Maybe this isn't on the plugin list - I'll try to remember to add this to the wiki if it's not on there already.

I was wondering if any knew if powershell was going to be added to the language list soon ?
