Be more precise please: there are several different commands in NPPP that involve UTF-8; plus the ones that you can, using NPPP, insert in an HTML to set UTF-8 as its charset. Also tell what FONT you are using (just to avoid the confusion, particularly frequent HERE, between CHARSET and FONT).

When you say "show", is it in NP++ or on your web page? I'll assume the former.
You need to set your default font to something that will show the proper characters. In Settings -> Styler Configurator, select PHP on the left list, DEFAULT on the right list. You may see some font, or no font, which means normal text is being used. Replace with an adequate font, and things should work.
Now I'd expect these characters to appear in strings or comments rathe than identifiers. If so, modify these style elements instead of DEFAULT.
Or: if, as I suspect, you also wish to type these chaacters in normal text, then instead select Global styles and Default style. Chancces are that the changes will trickle down to PHP.

No, it didn't helped.
Actually it is in all languages.
When I type ş (shows me þ), save the file and open in notepad it shows me þ. So it is not related with font style. It is intersepting ş as þ.
Probably a bug.
It is related with Notepad++'s itself. It has no support for ĞğŞşı (in notepad++: ÐðÞþIý)
The only way is "type" them properly is to copy-paste.

Please report back if they don't, there are a couple other things to try. When you do so, please specify which font NP++ uses for Global styles, Default style - if that's Courier new, this is not good, and it must be changed to perhaps Lucida Sans Unicode, or anything that supports turkish letters (I believe that's your language).

They won't work if you don't have the language bar, I believe.
Did you try the macro I recently added? I'll attempt installing a turkish kbd handler and see what I'm getting, could be only a couple days from now.

I'm using Windows 7, Build 7100, with Turkish language pack, and the problem is on Windows 7. (all the settings are for turkish and Turkey)
Today I tested it on Turkish Windows XP Pro SP2 (in the same, my, computer), there were no problem.
(Keyboard: Turkish Q).

There have been many complaints about non ASCII characters on Windows 7 (mostly languages from eastern Europe). Can a developer repoer about any progress on the OS specific issue?

Did you read http://sourceforge.net/apps/mediawiki/notepad-plus/index.php?title=Wrong_Display_Of_Non_Latin_Characters ? The tips there have worked for a variety of people, perhaps for you as well.

They didn't helped too.
I tryed Lucida Sans Unicode, Tahoma, Times New Roman, Verdana and some others.
And Left Alt+Shift and Ctrl+Shift do not work.
