Existing techonology:
UIRA/Flash4Linux has not reach a point where you could write ActionScript. (I don't have an idea if you could even possibly draw or animate on it)
Pencil Animation is an early attempt to make a free SWF authoring software. It is a fork of an animation software called Pencil which is written in C++ and uses Qt. Both can produce SWF animations but not interactive SWFs.

Problem:
Qt is good but we need GTK-based front-end. QtSVG is designed for SVG Tiny.
