I got the same error, but I noticed that Notepad++ was running. I closed Notepad++ and clicked 'Retry', and the installation worked. Try closing Notepad++.
The installation program does not ask you to close Notepadd++, so it is easy to forget.

When downloading file, I receive a error. Clicking the run command, error occurs.
