If I type in Notepad++ with russian or ukrainian language, it replaces all cyrillic symbols with some latin symbols or unprinted characters.
I can type normally only when I run Notepad++ in Win95/98 compability mode.
Is there any way to fix this issue other then set compability mode?

This is caused by some old plugin you use. For example, it may be old version of HexEditor or FunctionList or MultiClipboard plugin.

The problem was in HEXeditor plugin, as you say.
